Make the dipping sauce
Combine the rice vinegar, sugar, ketchup, soy sauce, garlic, and chilli flakes in a small saucepan. Heat over medium heat, stirring until the sugar dissolves. Add the cornstarch slurry and stir constantly for 1–2 minutes until the sauce thickens slightly and turns glossy. Remove from heat and set aside to cool. It will thicken further as it cools.
